Roles and Competencies in Distance Education

This report is designed to be used by planners, policy makers and other decision makers who are instrumental in setting up and/or managing a distance education system, and who are planning for staffing and training needs. It provides guidelines on the basic tasks involved in managing a distance education programme and the staffing required to handle those tasks.
