- ItemOpen AccessInternational Literacy and Livelihoods Experts Meeting: Learning for Life in a Changing World(2004) Farrell, GlenThe Commonwealth of Learning (COL) is renewing its commitment to the enhancement of literacy in the developing countries of the Commonwealth by establishing a programme area focused on Literacy and Livelihoods. While the programme activities will build on the work COL is already engaged in, they will also be informed through consultation with policymakers and practitioners experienced in the area of literacy development. In light of the above, COL organised an International Literacy and Livelihoods Experts Meeting, November 15-17, 2004 in Vancouver, BC. The purpose of the meeting was to elicit advice and recommendations regarding initiatives that COL might take up or "add value" to with respect to the provision of integrated literacy and livelihoods learning in Commonwealth countries. A cross section of 26 international experts, representing governments, development agencies, NGOs, international organisations and education institutions participated in the meeting, along with a number of COL staff members. This report provides an overview of the inputs and outcomes of the meeting as well as a recommendation for a strategic framework that is based on a synthesis of the suggestions put forward by the international experts.
- ItemOpen AccessMarketing and branding of open and distance learning(2012) Farrell, GlenOpen and distance learning (ODL) has evolved over the last century, but the ways in which its benefits are marketed to students and other stakeholders have remained relatively unchanged. The benefits are still relevant but they are no longer sufficient as marketing strategies in the context of education systems in the 21st century. Educational institutions need to incorporate the benefits of ODL into a more comprehensive marketing strategy based on the relationships they develop with their students and stakeholders.
- ItemOpen AccessThe NEPAD e-Schools Demonstration Project: A Work in Progress: A Public Report(2007) Farrell, Glen; Isaacs, Shafika; Trucano, Michaelhe NEPAD e-Schools Initiative is a multi-country, multi-stakeholder, continental project to teach ICT skills to young Africans in primary and secondary schools and improve the provision of education in schools through the use of ICT applications and the Internet. The first phase of the Initiative is a "Demonstration Project" ("Demo") being implemented by NEPAD through the e-Africa Commission (eAC), in partnership with private sector organisations. Six schools in each of 16 countries were selected to participate. The Commonwealth of Learning, in partnership with infoDev, a multi-donor partnership housed at the World Bank, managed the monitoring and evaluation of the Demo project at the request of the eAC. This public report is a synthesis of the lessons learned from the Demo Project to date, based on a series of internal Report provided to the e-Africa Commission during the course of the monitoring and evaluation process.

While the writer is not aware of supporting research specific to education, it is probable that the diffusion and adoption of ICTs in that context is following a pattern similar to that which has characterized the adoption of any innovation in other fields such as agriculture and medicine.

The preliminary data presented here, drawn from a quick survey process conducted in 2007, should be regarded as illustrative rather than exhaustive. ICT use in education is at a particularly dynamic stage in Africa; new developments and announcements are happening on a daily basis somewhere on the continent. Therefore, these Report, which are of variable length and quality, should be seen as best-effort "snapshots" that were current at the time they were taken; it is expected that certain facts and figures presented may become dated very quickly.
