There are few examples of international projects funded to support transformation of Higher Education systems in developing countries, so it is important to learn about the factors that emerge as significant and challenge wider assumptions about what works and what does not. This paper draws on insights from an inception period lasting several months followed by the first full implementation year of the Transformation through Innovation in Distance Education (or TIDE) project. This project, which runs from 1st February 2018 to 30th September 2021, aims at improving the quality and relevance of the distance education system in Myanmar which reaches over half a million students, and involves the participation of 34 Universities spread across the country. The paper discusses a range of unanticipated insights relating to: The opportunities and challenges faced working within a changing policy context Sustainability and use of human and financial resources Gender and characteristics of a rotation based staffing model The value of openness as an approach // Paper ID 121

- ItemOpen AccessDeveloping a Digital Strategy for Distance Education in Myanmar(2019-09) Gregson, Jon; Pitt, Beck; Seal, TimThe Transformation by Innovation in Distance Education (TIDE) project (https://www.spheir.org.uk/partnership-profiles/transformation-innovation-distance-education) aims to contribute to the strengthening of Distance Education (DE) in Myanmar as set out in the National Education Strategic plan. This paper presents a short case study exploring how TIDE is working with stakeholders to develop an inclusive ‘digital strategy’ for the project. It outlines opportunities and challenges specific to the Myanmar context and concludes by highlighting some key emerging digital strategy approaches. The scholarships were awarded to students based in Southern Africa Development Community (SADC) countries and Ghana. // The DLP courses taken by students are all relevant to development challenges. There is also value added locally through collaboration with local University partners: University of Pretoria and University of Ghana. This paper provides an account of the experience and development impact of this programme to date, and draws on results from a recent survey that invited feedback from the scholarship students. // The paper will also focus on some of the interesting and unforeseen impacts not only in the development of partnerships but also in the ways to sustain and support them. For example in the SADC region there has been close collaboration with the University of Pretoria Department of Educational Innovation, which has lead to recent collaboration on a two year mobile learning (m-learning) research project funded through the University of London Centre for Distance Education. // Paper ID 399
