It reinforces learners’ sense of ownership of the learning experience, offering them flexibility in how, when and where they learn. In developing countries, mobile technologies potentially deliver education without dependence on an extensive traditional communications infrastructure, leapfrogging some of the intervening development phases encountered in developed countries such as installing extensive electricity power grids, and building multiple computer rooms in educational institutions.

This paper explores and documents fundamental concepts and concerns that characterize or perhaps jeopardise the relationships between the ‘old’ research communities and ‘new’ policy maker communities working to improve the nature and scope of learning in the developing contexts of the global South using personal mobile digital technologies. As becomes apparent, these concepts and concerns are relevant and interesting across a broader range of domains, touching perhaps under-privilege and access to education and technology in both the global North and the global South, the uses of technology to extend, enhance and transform learning and the various pressures and determinants of policy-making and of the public funding of research.

Strategies include improving MOOC platforms, leveraging local technologies, and developing community-specific resources. The report, co-authored by Professor John Traxler and Dr Betty Ogange, underscores the need to decolonize the curriculum and emphasizes a gradual, inclusive approach to change. It aims to balance global digital resources with sustainable local practices, encouraging lifelong learning and professional development for teachers in underserved areas.
