This paper describes the process and the outcomes of the survey.

PublicationStaff Development In Distance Education: The Evolution of One Approach( 2004-07) Binns, Felicity ; Bradley, JoPCF3 // The International Extension College (IEC), UK, and Kyambogo University (KU), Uganda, are working together on a training programme for KU’s ODL staff, using an ODL model. This paper discusses the pedagogical and technical approach of the programme. It also examines the reasons for the success of this collaborative venture and presents lessons for the future.

It takes a teacher to impart substance, content and meaning to any technology and its use. This paper seeks to examine the perceptions of the teachers using teleconferencing in a distance teaching university. The funding of this study are success depends, not on the technology but on the course design, quality of teaching and support facilities.

PublicationForces for Change: The Evolution of the Teaching and Learning Process in an Established Open and Distance Education University( 2004-07) Butcher, R EPCF3 // The Open University of Hong Kong was established in 1989 by the Hong Kong Government as a self-financing non-profit making institution to “provide opportunities for higher education by means of open learning”. Since that time over 27,000 people have graduated from the University and some 140,000 students have taken advantage of our alternative learning opportunities. Currently around 22,000 learners are pursuing an undergraduate or postgraduate qualification and an additional 18,000 students are enrolled on various short courses and professional programmes through the Li Ka Shing Institute of Professional and Continuing Education (LiPACE) which is one of the five academic units of the University. // The OUHK’s original course development and delivery models were largely based on those used in existing distance tertiary institutions (most notably the UK Open University). This led the University to adopt a “one size fits all” or so called Industrial model for all of its courses irrespective of course level or student numbers. Courses are largely text based supported by optional face-to-face tutorials. // Since the University’s establishment, the course development and delivery processes have remained largely unchanged. A need to achieve greater efficiencies and cost effectiveness, without loss of quality, combined with a wish to tap into new markets and take advantage of the rapid development of new technologies has prompted the university to re-examine its practices to see whether these technologies can be effectively utilized in the course development and delivery process.

The main hurdle is lack of good teachers. Taking appropriate help of computers in teaching learning process may enhance the effectivity of the existing teachers. The laboratory is most important parameter in science education. Virtual laboratories can help students to revise the work done in physical / real laboratory. e-learning will also be affordable in couple of years. Quality of education has significant impact and invaluable contribution to the area of development. Recently, the SSC & HSC program of BOU have earned recognition of equivalency with the formal education sector, which has naturally raised the question of quality assurance of these programs By applying the quantitative method, the study has assessed the present status of the quality of SSC & HSC program of BOU and also put some recommendations to meet the challenges for further development.

This paper advocates that Institutions respond to this professional development need themselves rather than outsourcing this provision. Resources were print-based and online, and accessible by employees located in remote communities as well as large city hospitals.

PublicationBlended Learning: An Appropriate Strategy for the Future Development of an Established International Distance Learning Course( 2004-07) Copping, Alexander G ; Mellett, PeterPCF3 // This paper outlines the experiences of the MSc Construction Management [CMDL] programme team at the University of Bath, UK in devising an effective strategy for the future development of an established distance learning programme. The term ‘blended learning’ in our case represents the combining of IT-based (Web and CDROM) delivery and problem-based learning [PBL] strategies with an existing paperbased programme of study. // The paper starts by outlining the pedagogical reasons for adopting a blended learning approach and then evaluates the driving forces external to the pure pedagogical aspects that have influenced the developmental ideas. Particular focus in the paper is also given to a discussion on how the courses two emerging markets (Southern Africa and China) are going to be accommodated by the blended learning approach. // The paper presents a case study which should be of interest to others running distance learning courses. It acts as an illustration of how distance learning courses need to change and adapt in a rapidly evolving global education market.

PublicationUsing Discussion Forums to Support Collaboration( 2004-07) Corich, Stephen ; Kinshuk ; Hunt, L MPCF3 // e-Learning is seen by many as the panacea for those who through circumstances or choice elect to study using digital rather than traditional educational media. While elearning offers many advantages, it is often accused of being a faceless medium that does little to encourage social exchange, discussion or collaboration. // This paper discusses the on-line learning environment, paying particular attention to the facilities that are provided to encourage cooperation and collaboration. It considers the value of such communication tools in terms of educational pedagogy and the advantages that such activities offer. The paper then investigates discussion forums, and the role they play in encouraging and supporting collaboration. It also presents a model that attempts to assist with the measurement of the collaborative activities of students participating in e-learning courses. The paper concludes by looking at how the model could be further developed and tested and discusses the potential for further study. // The paper will be of interest to those who are involved in e-learning or who are considering its use. It will also be of use to those that value the collaborative communication aspects of education in the e-learning environment and how collaboration can be supported and measured using discussion forums.

PublicationImpact of Face-To-Face Workshop on the Achievement of Distance Teacher Trainees( 2004-07) Dash, Nirod KumarPCF3 // The present paper empirically validates the assumption that face-to-face workshop contributes to achievement of distance teacher trainees, with a sample of 74 in-service teacher trainees of IGNOU. The results of the study indicate that workshop inputs significantly contributed to the achievement of the participants.
