This infrastructure includes support systems for education management, delivery, evaluation and training. In many cases, existing systems must be evaluated and retooled for Open and Distancer Learning compatibility, new systems and technologies implemented, and personnel trained.

Open schooling: why open schools are re-emerging as a new model

Where traditional schools cannot respond to the high demand for education, open schools can be a key strategy for increasing volume of access and can do so moderately, significantly or dramatically. Cognisant of the fact that secondary school students require more support than university-level distance learners, open schools rely on an extensive network of study centres where learners are supported on a regular basis through contact sessions.

Learning for Development: COL and the Millennium Development Goals

Achieving the MDGs will require a massive expansion of human learning. Traditional methods of education and training cannot address the scope and scale of the task. Technology has already revolutionised other areas of human life; the world must now harness it to learning and teaching. To maximise its impact, COL applies its expertise in ODL to tackle some of the most critical obstacles to the attainment of the Millennium Development Goals. For example: * Fighting hunger and improving prosperity by engaging farmers and other rural people in livelihood-related learning. * Supporting innovative approaches to expanding teacher training, a major bottleneck to achieving primary education and gender parity. * Improving the health of mothers and children and arresting the spread of disease through the use of participatory community media. COL addresses these barriers to development by leveraging its expertise in a multiplicity of partnerships and networks.

Fostering Governmental Support for OER Internationally

COL and UNESCO have embarked on an initiative that aims to encourage more governments to adopt policies that include OER. This initiative seeks to advance the ideal of making educational resources developed with public funds freely available for re-use and re-purposing. The key event will be UNESCO’s 2012 World Open Educational Resources (OER) Congress to be held in Paris on 20-22 June 2012, which will be a milestone on the route to a further conference on OER and the Millennium Development Goals (MDGs) scheduled for 2015 – the target date for achieving the MDGs.
