PublicationThe Commonwealth of Learning Six-Year Plan: Mid-Term Strategic Review of Programmes( 2018-05) Sauder, RobertThe Commonwealth of Learning (COL) commissioned a strategic review of its programmes at the mid-point of its current Six-Year Plan (2015 – 2021). The review was conducted on the basis of reflective reports by the leads of its programmes and was supplemented by additional information such as evaluation reports, research studies, and interviews with COL staff. The review critically examines strengths, weaknesses, opportunities and threats in order to consider areas for possible course corrections or increased focus. Overall, the review revealed a consistently strong set of programmes with dedicated and expert management.

PublicationEvaluation of the 2003-2006 Commonwealth of Learning Strategic Plan: Final Report( 2006) Commonwealth of Learning ; Patrick, SpavenThe Commonwealth of Learning (COL) is an intergovernmental organization created by Commonwealth Heads of Government to encourage the development and sharing of open learning/distance education knowledge, resources and technologies. It has been operational since 1989 from its headquarters in Vancouver, Canada. COL’s core operations are financed by voluntary pledges from Commonwealth governments. Its six major voluntary funding contributors – currently Canada, India, New Zealand, Nigeria, South Africa and the United Kingdom – each have a seat on COL’s Board of Governors. Its average annual core budget over the last three years has been around $7m. It has also periodically undertaken fee-for-service consulting for international agencies and national governments, amounting to around $2m annually

PublicationLearning for Sustainable Development: COL’S Impact Report 2015–2021( 2022-04) Commonwealth of LearningThe Commonwealth of Learning’s Strategic Plan 2015– 2021 sought to leverage open and distance learning (ODL) and contribute to the United Nations’ Sustainable Development Goal 4 by generating three long-term outcomes: better organisational capacity in ODL, increased opportunities for quality learning, and improved sustainable livelihoods. This report contains examples of impact from COL’s work during the plan period.

PublicationMeta-Evaluation Report Stage 2: Strategic Plan 2015-2021( 2020-11) Casely-Hayford, Leslie ; Branch, PamelaThe meta-evaluation was commissioned by the Commonwealth of Learning (COL), according to the Terms of Reference (see Annex 6). Dr Leslie Casely-Hayford from Associate for Change and Dr Pamela Branch from Project Services International were the consultants who undertook the evaluation, selected on the basis of a competitive tender. The evaluation was conducted in the fifth year of COL’s six year strategic plan in order to learn from implementation and provide feedback to COL management, Board of Governors, and partners in time to feed into and improve the planning and implementation of future strategic plans and programmes. The core objective of the meta-evaluation is organizational learning; it is to assess progress and support forward strategic planning. The focus of the evaluation was primarily on the results achieved against the 2015-2021 Strategic Plan, both intended and unintended. Specifically, COL wished to evaluate its current six-year plan against its objectives to: (1) Ascertain what difference COL has made over the past five years; (2) provide recommendations for incorporation into the next Six-Year Strategic Plan. This meta-evaluation used mixed methods to collect both quantitative and qualitative data. In keeping with the meta-evaluation approach, evidence was drawn extensively from the secondary data provided by multiple COL documents. This evidence was supplemented by primary data from key informants including COL donors, partners, board, management and staff, evaluators of COL initiatives and stakeholders from three countries. A survey of COL’s networks of Member State Focal Points, Honorary Chairs and Advisors produced additional evidence.
