Twenty five years ago the Commonwealth Heads of Government met here in Vancouver and decided to establish an organization that would use distance learning and technologies to promote education and training in Member States and to strengthen Commonwealth cooperation. Today we can say that COL has fulfilled that vision and become a well-respected organization that helps governments and institutions to expand the scale, efficiency and quality of learning that leads to development.

Over these years, COL has remained small, yet its influence and reputation today have grown far in excess of its small size. What are the reasons for this? Let me outline three.

First, COL wants to hear from you about the priorities for your countries in the areas of COL’s mission. After reviewing the priorities of all Commonwealth countries we shall be well equipped to design a three-year plan for COL for 2012-15 that answers your needs in an optimal fashion. // Second, in order to set the context, given that some of you are new since we last held this exercise in 2008, we shall remind you of COL’s purpose, status, organization and programme. I am starting this process now with a summary of the basics about what COL is; our Vice-President, Asha Kanwar, will follow up with an outline of our programme of work and then the two Education Specialists who have joined us for this Africa meeting, Ms Alison Mead Richardson and Dr Abdurrahman Umar, will say more about the programme initiatives in our two sectors of Livelihoods and Health and Formal Education. // The third key aim – and we expect quite a few additional benefits as well – it to enable you to exchange with each other about the ambitions and experiences of your countries as they relate to COL’s mission. // I’ve called this presentation COL: the Basics.

I am very grateful to the organizers for giving me this opportunity to bring to you some perspectives on how Open Education Resources (OER) can be harnessed to democratize education by increasing access, improving quality, cutting costs and reaching the unreached. // SLIDE 2 I represent the Commonwealth of Learning, an intergovernmental body, established by Commonwealth Heads of Government and located in Vancouver, Canada with an office in Delhi. Our motto is ‘learning for development’. // SLIDE 3 We work in 54 Commonwealth Member States in all the regions of the globe as you can see from this map, and most of my examples will be from these countries.

I bring greetings from COL’s President, Sir John Daniel – who is a former Vice President of Athabasca University in its early days – and Vice President Professor Asha Kanwar, as well as from my other colleagues in much-warmer Vancouver. // COL is an international, intergovernmental organisation. We’ve been privileged to be hosted in Canada since our inception in 1989. The Government of Canada is one of COL’s six major donor governments. We work with partners throughout the 54-member Commonwealth, including Athabasca University, to help improve opportunities for learning through the application of open, distance and technology-mediated teaching methods.

The Commonwealth of Learning, which everyone calls COL, greatly appreciates the chance to participate in this meeting of Canada’s Royal Commonwealth Society. // You have asked me to talk about the history of COL. Oddly enough I’ve never been asked to do that in a formal way before and I welcome the opportunity. However, let me say a few words about the recent present before I flashback to COL’s creation. // You will be aware of the work of the Eminent Persons Group that is in the final stages of making recommendations about how to make the Commonwealth more relevant and dynamic. COL made a presentation to the group by teleconference last year and I titled it - COL: Small, Successful and Not in London. That summarises some of COL’s key features.

Commonwealth of Learning, Introduced by The Honourable Burchell Whiteman, O.J. Chair, COL Board of Governors // I am most grateful to our distinguished Board Chair, the Honourable Burchell Whiteman, for his generous introduction to this short summary of the work of the Commonwealth of Learning. // COL is extremely fortunate to have Burchell Whiteman as its Board Chair because COL’s work is a blend of educational development and international relations. Burchell Whiteman served for many years as Minister of Education in Jamaica and later as its High Commissioner in London. He is, therefore, thoroughly familiar with both learning imperatives and Commonwealth diplomacy. // Heads of Government created the Commonwealth of Learning 12 CHOGMs ago when they met in Vancouver in 1987. They did so from the belief that countries could use help in using information and communications technologies to advance education, training and learning at all levels and in diverse circumstances. That is COL’s mission.

What can be done to mitigate these costs? In which ways can technology help? It is clear that it cannot be business as usual and the global community needs to adopt alternative and innovative approaches to address the unfinished business of illiteracy.
