A large number of learners and teachers in the developing world operate in "unconnected" environments – unconnected to the power grid and to the Internet. There needs to be a different approach to extend them support. COL’s idea of a "classroom without walls" can make a contribution. We can imagine a situation where a learner in a typically unconnected environment can access a lesson in a Learning Management System (LMS), and complete an assignment, with her/his credentials intact and available to the teacher. Learners can also participate in a socializing process through visiting and commenting on a blog related to the learning materials and courses.

COL’s focus is determined by community needs and national priorities in different regions of the Commonwealth including: • Maternal and child health • HIV/AIDS: awareness, treatment literacy • Malaria, TB, diabetes and other major illnesses • Life skills: parenting, conflict resolution, understanding gender • Healthy lifestyles: nutrition, moderation and fitness • Healthy environments: waste management, sanitation

Although ODL is now deployed by many conventional institutions, the staff members involved often lament their lack of qualifications for teaching within this new approach. COL assists with: • Policy generation with the national governments; • Training of trainers for all aspects of ODL; • Capacity development at various levels of university systems, particularly in the area of quality assurance; • Development of materials, models and guides on key areas of ODL; • Establishment of Commonwealth-wide partnerships to work on critical issues; • Continued support for institutions offering the COL Commonwealth Executive MBA/MPA Programmes and Post-Graduate Diploma Programme in Legislative Drafting.
- ItemMetadata onlyCOL's Lifelong Learning for Farmers Initiative(2011) Balasubramanian, KCOL's Lifelong Learning for Farmers model promotes prosperity by blending social capital and banking services with the innovative use of information and communication technologies (ICTs). This model can enable many thousands of poor farmers, men and women, to learn and earn. COL's programme: • Adopts/adapts the L3F model in different jurisdictions train a cadre of “knowledge info-mediaries” to scale up the L3F model; • Works upstream by helping agricultural universities use ODL to design better education and training programmes; • Helps research organisations to apply science to the challenges of rural development and to provide services to resource-poor communities; • Consolidates and scale up pilot grassroots activities through policy advocacy and capacity-building; and • Works with a global network of strategic partners to promote L3F and extend the use of knowledge info-mediaries.
- ItemMetadata onlyCOL's Open Schooling Initiative(2010) Ferreira, FrancesCOL is helping to increase access to quality education while increasing student achievement by providing teachers in developing countries with new technologies, tools and skills. COL's Open Schooling initiatives include: • Advocacy. COL works with partners in government, non-governmental organisations (NGOs) and education institutions to promote Open Schooling. • Development of Open Schools. COL has helped develop policies and proposals for the establishment of open schools in Cameroon, Nigeria, Pakistan and Trinidad & Tobago. • Capacity building. COL works with partners to train educators, administrators and policymakers in the development and operation of open schools. Workshops have focused on materials development, instructional design, radio broadcasting, learner support, eLearning, management of open schools, strategic planning for open schools and quality assurance. • Fostering Collaboration. Funded by a grant from The William and Flora Hewlett Foundation, COL is working with educators in six countries - Botswana, India, Lesotho, Namibia, Seychelles and Trinidad & Tobago - to develop and share open educational resources (OERs) for secondary education, the professional development of teachers in the effective use of technology in classrooms and creating learner support material for teachers. • Publications. COL has published a number of handbooks and guides to support open schools • Learning materials. COL has assisted with the development of quality learning materials for open schools. • Research. "Open Schooling for Secondary and Higher Secondary Education" explores the provision of secondary level Open Schooling in India and Namibia. COL has also commissioned research into the use of mobile technologies in Africa. • Quality assurance. COL provides training in quality assurance and is developing a QA Toolkit for open schools.

Before leaving for Cape Town, where he facilitated a COL Healthy Communities Partners' Workshop, Ian Pringle briefed the Cameroon press on his trip and what he found during his visits and meetings. In Yaounde, he met with the national focal point of the Commonwealth of Learning in Cameroon, Prof. Ivo Tambo Leke, the Secretary General at the ministry of public health, Prof. Angwafo III, members of the Association of Media Health Journalists and officials promoting Open Distance Learning at the University of Dschang. In this video, Ian Pringle shares his views on what the Commonwealth of Learning is all. The excerpt of his press conference was filmed for sharing.
