    THE SYMPOSIUM ON BOYS’ EDUCATION FINAL COMMUNIQUE. GEORGETOWN, GUYANA, 28-29 JUNE 2018

    At the close of The Symposium on Boys’ Education held in Georgetown, Guyana on June 28 and 29 2018, a communique was issued that called on education policy makers, planners and providers in Guyana to consider as a matter of priority, strategies for addressing boys’ education. The communique declared that although the learning needs of boys should be prioritized, this should not be at the expense of girls; both boys and girls should benefit from strategies and approaches recommended.

    mooKIT - A MOOC Platform for Developing Countries

    IIT Kanpur and Commonwealth of Learning (COL) have been working on Massive Open Online Courses since 2012. During this collaboration we developed a MOOC Management system and delivered close to 30 courses to about 200 000 users, in over 100 countries. Our understanding of what features a MOOC Management System should have and how to engage the students in a course has also evolved. In this paper we describe our experiences and trace how some of our software features have evolved. One of the core features is the development and integration of an advanced analytics module. We also discuss how to reduce dropouts from an open online course, a common concern for all MOOCs. // Presented at the International Conference on Multidisciplinary Research (MyRes), Pointe aux Piments, Mauritius, 22-23 June 2018.

    The Development of Open Education Resources (OER) for the Caribbean Vocational Qualification (CVQ) Assessor Training

    This is a presentation on the development of online OER for the Caribbean Vocational Qualification Assessor Training—a project supported by COL’s Technical and Vocational Skills Development (TVSD) programme in partnership with members of CANTA from Barbados, Grenada and Trinidad & Tobago. It was presented at the 3rd International Conference on TVET in the Caribbean, 9-12th May 2017, in Montego Bay, Jamaica.

    Structure, Function and Impact of Lifelong Learning Using ICT and ODL

    One of the themes of this presentation is that the lifelong learning approach need not be a linear process of literacy-formal education-non-formal learning-informal learning. The presentation argues that formal and non-formal should be treated as a continuum and not to be seen as a dichotomous model. The non-formal and informal learning can take place even without formal education and literacy. The other important theme which needs careful attention in the context of the SDGs is the ability of education and learning to create economic, social and environmental externalities without which SDG4 will not be able to influence other SDGs. The optimism on the positive returns on investment in education is being increasingly questioned. Pritchett, in his analytical study, argues that formal education “contributed much less to growth than expected” and called for reformation so that “investments…in cognitive skills pay off” (2000: 28,29). // Based on a study conducted by Alexis Carr, Rosemary Atieno, Mamudu Akudugu, James Onyango and K.     Innovation in TVET for Lifelong Learning and Sustainable Development

    The potential pivotal role that technical and vocational education and training (TVET) can play in sustainable development is becoming increasingly apparent. The Millennium Development Goals have been a significant force within international development but many countries will not have achieved all these goals by the deadline of 2015. Innovative ways of working together are needed for African economies to intensify efforts towards rapid growth and development of a workforce that is empowered with continuously upgraded skills and knowledge, to enhance the attainment of their development goals. This includes a much stronger focus on innovation for lifelong learning in TVET, and technology for growing and improving TVET programme delivery in particular. This paper considers the role of innovation and technology in the integration of generic and specific skills for sustainable development into the TVET curriculum and asks how can COL support CAPA partners in their contribution to sustainable development. // Presented at the CAPA Conference, Entebbe, Uganda, 9-10 December 2014. // Access related presentation at http://hdl.handle.net/11599/2675

    Quality Assurance for Distance Education in the Digital Age

    Keynote Address, Distance Education Programmes in a Digital Age: Good Practice Guide, Workshop hosted by SAIDE and CHE, Johannesburg, South Africa, 3 October 2013 by Professor Asha Kanwar, Commonwealth of Learning // My topic today is ‘QA for DE in a digital age’. After a brief review of the context of HE today, I will look at the trends in QA in Higher Education in the last decade. I will share with you some of the ways in which COL has responded to the challenges of QA and provided support to Member States. Finally, I will conclude with two emerging areas, OER and MOOCs, which will require QA agencies to embrace new perspectives and protocols.

    From Cherry Picking to Convergence – Migrating E-Learning Delivery to an LMS (Learning Management System) – the COLeLIO Experience

    The Commonwealth of Learning e-learning for International Organizations (COLeLIO) (www.col.org/colelio) Initiative engages appropriate technology to custom design and deliver just-in-time (JIT) workplace e-learning for adult learners based in field offices and headquarters of international organizations spread all over the world. To ensure reliable and easy access to learning, COLeLIO chooses appropriate technologies to underpin course design, development and delivery taking into consideration bandwidth and access issues. Responding to constantly changing learning environments and learners' needs, eLIO learning materials have evolved from print to digital over the last decade. In recent years, eLIO saw the need to streamline the delivery operation for their 1,000 learners annually, involving 40 tutors and teams of course administrators. Recognizing that the conduits supporting online learning have mushroomed in recent years and that more affordable and robust open source learning management platforms are available to support and sustain online learning for transparency, accountability and quality results, COLeLIO spent 12 months searching for and adapting a technology solution to create a one-stop access to resources, support, discussions, and records for learners, tutors and administrators. This paper captures the story of change management by eLIO and shares some key lessons learned.

    Regional expert meetings convened by Commonwealth of Learning (COL). COL and its network are continuing work in addressing gender barriers, such as those encountered by women, to the use of information and communications technologies (ICTs) for education and training, and especially for open and distance learning. From 1998 to 2001, COL convened four regional expert group meetings to identify barriers to information and communications technologies (ICTs) in education based on gender differences. The symposiums have been held in India, Barbados, Tanzania and New Zealand and relate to the discussions around the "digital divide", which have identified a particular need to address the implications of the ICT revolution for women, especially if they are not to be deprived of the opportunity to participate fully in the emerging economy likely to shape the 21st century.
