Abstract
Pre-CHOGM Foreign Ministers’ Meeting, 14 November 2013, Commonwealth Heads of Government Meeting, Colombo, Sri Lanka, Presented by Professor Asha Kanwar, Commonwealth of Learning // Introduction by The Honourable Burchell Whiteman, O.J., Chair, COL Board of Governors // Heads of Government created the Commonwealth of Learning 13 CHOGMs ago when they met in Vancouver in 1987, which makes COL twenty five years old this year. Over these years, COL has remained small, yet its influence and reputation today have grown far in excess of its small size. What are the reasons for this? Let me outline three.
