Development of an Action Plan for the Creation of a Capacity Building Cell within the National Institute of Open Schooling, India

Abstract
The transformation of National Open School (NOS) to National Institute of Open Schooling (NIOS)
in 2002 demands for new functions to be performed by NIOS in the area of training and research,
apart from its academic functions of certification at secondary and senior secondary level. Also,
the demands in the Open School system in India shall increase manifold in the coming years due to
various schemes of the Government of India, and at such a juncture, this project is highly
significant to the NIOS to rethink its operation and re-organize its administrative mechanisms to
meet the challenges ahead.
The Report critically assesses the current scenario of training and academic practices in the NIOS
and three State Open Schools (in Andhra Pradesh, Haryana, and Madhya Pradesh) to make
reflections in the light of contemporary distance education practices and new media practices in
education.
