Abstract
This paper is an attempt to explore the potential role of National Institute of Open Schooling (NIOS) as an effective instrument of policy intervention by the state for inclusion of the Muslim community into the educational mainstream of India, more specifically in the light of the recommendations of Sachar Committee. It also includes some experimental steps taken by NIOS to implement the goals of public policy in the domain of education for the minority population. // PID 807
