Abstract
This handbook has been written for heads of educational institutions, their senior staff and senior staff of ministries of education who are interested in initiating or extending ODL provision. // The handbook seeks to help you (alone or with your colleagues, depending on circumstances) to make strategic policy decisions about ODL provision, enabling you to answer questions such as:
• How can we use ODL to provide better access to education?
• How can we use ODL to provide more education for the same unit of resource?
• Who will be our students?
• Should we set up a new institution or expand an existing one?
• What type of learning materials will we need?
• Who will tutor and support the students?
• What will it cost?
