dc.description.abstract This paper presents the concept of Resource Based Learning (RBL) in OFDL and nature and use of the OERs to facilitate such learning. It describes the pedagogical Model developed and used by I-CONSENT for creating concept based, learner centric, learning outcome driven, skill oriented interactive OERs, as self contained units of learning in SLM format, based on constructivist pedagogy principles, using situated learning design, promoting self study and group work, in three OER projects initiated by I-CONSENT in collaboration with the organizations like Homi Bhabha Centre for Science Education (HBCSE) Tata Institute of Fundamental Research (TIFR) - about 4000 OERs collectively developed by about 700 practising teachers in Science and Maths for learners, teachers and parents, in primary and secondary schools; National Institute of Open Schooling (NIOS) - about 100 OERs developed in three vocational courses; and with YCMOU, Nasik, for e B.Ed., teacher training program for e learning developed by I-CONSENT with the support of Commonwealth of Learning(COL). // This presentation elaborates the theoretical framework and conceptualization of the model, rationale, objectives, selection of the courses, creation and maintenance of course teams, capacity building through workshop mode for their orientation in the operationalization of this model and in designing, developing and using the OERs, creation and adoption of mechanisms and structures for value conversion and wealth creation, integrating learning, working and developing together resulting in better learning for individual as well as social development, in terms of certain competencies and capabilities and in some tangible outcome like Socially Useful Productive Work (SUPW). // The efficacy of the model in terms of expected and actual output, outcome and likely impact of the model, will also be discussed. // It is proposed to demonstrate, online, these OERs along with all their pedagogic characteristic features as described in the model. // Paper ID: 70 en_US
