Proposal for a Workshop

Abstract

Campus radio stations emerged on the Nigerian broadcasting scene in the early 2000s. The first licence was given to the University of Lagos in 2002. As at 2009, about 27 campus radio licences had been issued and established e.g Diamond FM (Ibadan), Unilag Radio (Lagos), Search FM (Minna), Unizik FM (Awka). // Their roles as defined by owner institutions include: functioning as training laboratories for regular students, servicing ODL programmes, providing news and entertainment for the university communities. However, these stations face constraints that are both environmental and institutional. The environmental are unfavourable regulations such as those forbiding them from generating revenue from advertising. The institutional include dearth of important ODL-friendly formats such as radio drama, documentary, inadequate application of new media technologies. // This workshop is to build the capacity of campus radio stations that support ODL institutions. It will bring together participants from campus radio stations; state radio stations which have specific mono-mandates e.g. Lagos Traffic Radio; Iindependent radio stations working on issues affecting the grassroots e.g. Small Holders Radio, Obiti. // Issues on which capacity will be built will include: How to deploy the internet and mobile technology for ODL and BCC programming; how to develop and use Radio Drama for ODL; development of modern radio features and documentaries for ODL; programming and messaging skills for ODL. // Collaborative arrangements: IMESO intends to collaborate with such organizations as MTC (South Africa), HASDA (Sierra Leone) and ARDA (Nigeria) in organising and facilitating this workshop. // Outcomes from this workshop will include: acquisition of skills in the respective areas and the utilization of these skills in the various radio stations after the programme If feasible, on the PCF7 programme, we would want this workshop (duration: 3 days) to come immediately before and end on the eve of the main PCF7 event. // Paper 393
