I shall speak to that brief and the title of my remarks today is Practical Steps for Surfing the Wave of Technology-Mediated Learning. COL is a very practical and pragmatic organization. We believe that what counts is what works. But at the same time when a technology-based approach works we like to reflect on why it works and describe it as a model. This is essential if we are to transfer an approach from one country to another. Are the essential elements of the model present? If not can they be obtained?// I thought at first of addressing these two topics sequentially - first COL's work in PNG and then the role of ICTs - but I'd decided to address them together because that will help to root my comments ICTs in reality.
