Abstract
This report presents the findings of a baseline survey conducted between 15 June 2022 and 15 July 2022 at Alupe University (AU). Finding from the study reveals that Alupe University is currently developing its overall capacity to implement TEL. The current infrastructure should be improved to accommodate the successful implementation of TEL and AU should formulate a specific TEL policy. Both students and faculty have reasonably good access to technology (i.e., computers, smartphones and Internet access) and have intermediate skills in the use of information and communication technologies (ICT) for teaching and learning. Relatively few faculty have skills in graphic editing, digital audio, video editing, web page design and the use of learning management systems (LMSs), and relatively few students are skilled in using various web tools, LMSs, and multimedia authoring, graphic editing and video editing tools. Both faculty and students agree that TEL increases the quality of learning due to the richness of content that can be integrated into the learning experience. The report recommends that AU’s management should commit to improving TEL-related hardware and software at AU, and in particular, to improving Internet bandwidth and access points. Capacity building on e-content development and development open educational resources are immediately needed at AU to strengthen TEL implementation.
