The commonly used guidelines are those set out by the World Wide Web Consortium (W3C). There are emerging guidelines for document structure, Flash applications, Adobe PDF and more. What happens when standards and guidelines are followed and documents are still “unreadable” and for many staff or students, “unusable”.
