The Commonwealth of Learning’s presentation to the Honourable Julian Fantino, Minister of International Cooperation, Canada, 11 April 2013, Vancouver, Canada // It gives me great pleasure to formally welcome, for the first time at COL, a Minister of International Cooperation.
