Abstract
PCF2 // The authors present several developmental models used in the Yukon Territory to overcome barriers to educational and economic development. The local Yukon College has been successful in working with communities that have diverse and challenging needs for education and economic development. The theoretical framework of Universal design in education is developed and applied to the growth of learning in the territory. Specific barriers such as geography, cost, cultural development etc. and adaptive processes such as community campuses and advisory committees are discussed with reference to the developmental models. The importance of creating partnerships and building coalitions is explained with reference to the creation of learning networks and educational programs. The concept of community learning networks using adaptive technology is presented as the future form of development in education. //
