dc.description.abstract | Open and Distance Learning (ODL) for teacher training and preparation is generally regarded as a means of improving both, the shortage of qualified teachers and the quality of instruction in primary schools. While there is no doubt that many countries face challenges of teacher supply, there are equally serious challenges of teacher deployment. According to Mulkeen (2005), in many countries there are qualified teachers in urban areas who are unemployed, while there are unfilled posts in rural areas. In his view, this pattern of surplus and shortage is strong evidence that the problem of teachers for rural schools will not be solved simply by providing more teachers. | en_US |
