PCF2 // The purpose of this paper is to explore and discuss some of the major factors influencing the development of a national e-learning strategy for one Commonwealth country, namely New Zealand. What follows is an abridged version of the Report of the ELearning Advisory Group entitled Highways and Pathways: Exploring New Zealand's ELearning Opportunities.
